Why would an eye doctor bill my medical insurance company?

I had a routine eye exam yesterday and I have Blue Cross eye insurance. Why would the eye doctor bill my Tricare Medical insurance? They dilated my eyes during this exam.

    there are two types of eye exams performed:

    ROUTINE: comprehensive eye exam to evaluate the visual accuracy of the eye and corrected with corrective lenses if necessary.

    MEDICAL EYE EXAM: comprehensive eye exam to evaluate the health of the eye. this exam is usually associated with a medical problem of the eye. like, eye pain, irritation, glaucoma, cataracts, etc.

    a lot of times routine eye exams switch to medical eye exams due to findings during the exam and then the medical insurance is billed.

    if you don’t remember the diagnosis given to you by your eye doctor,
    contact his/her office and inquire about your dr’s findings about your eyes.

    Three possibilities if you saw an ophthalmologist:
    1) They made a mistake and any claim will be turned down.
    2) You fall under a category which makes your routine eye exam a medical problem that is therefore reimbursed by medical insurance. For instance, a person with diabetes can have perfect vision but their routine eye exam is covered by medical insurance. Or if your vision had some changes which warranted further examination and could have indicated a possible eye problem more than just near or far sightedness.
    3) They did not bill your medical insurance but just took the information in case you do have a medical eye problem at some time in the future.
